Any time you drag the active part to another stack it fails to make the new stack active.

Example steps to reproduce:
1) Start in the Java Perspective
2) Open Project Explore (i.e. Package Explorer and Project Explorer both in top left stack).
3) Select Project Explorer tab and drag it into the stack containing Outline
4) Notice that new stack does not become the active stack (and the stack containing Package Explorer is still drawing as though it is the active stack)

Leaves the UI in an inconsistent state, so to me this is must fix for 4.1.

Boris,

      Is it a good idea to remove the 4.0 and 4.1 milestones from Platform UI? e4 bugs are tracked under a different product.

This bug is marked "Stop ship" P1 priority. Eric, has this been investigated?

I can reproduce this on Windows 7 With 4.1 build I20110526-2200 so I'm updating the platform to "all". I have to say I wouldn't personally consider this stop ship - I hadn't even noticed the behaviour before.
