With the latest styling changes the editor area top margin has been reduced to 8px - which is too small to display the buttons.

It would be good for the CTabFolder to support a way of still showing the buttons when the tab height is too small.

Proposed patch

Here's a patch that will draw a target area when the tab height is too small to display tab toolbars. When the user hovers over target area all of the Toolbars are hovered.

This bug hasn't had any activity in quite some time. Maybe the problem got resolved, was a duplicate of something else, or became less pressing for some reason - or maybe it's still relevant but just hasn't been looked at yet.
