Bug 343669 made it necessary to disable WorkspaceRunner without a proper fix.  This bug tracks fixing WorkspaceRunner.

Need to find a way using JUnit 4.8.2 to add the WorkspaceContextInjector MethodRule to all the tests run using the WorkspaceRunner.
