Looking at o.e.m.cvs.core, I see a Require-Bundle: org.eclipse.mylyn.versions.core. I think org.eclipse.mylyn.cvs-feature is missing this dependency in feature.xml. Either make it depend on the versions-feature or on versions.core plug-in. As long as the dependency is listed it should be fine. Thanks.
