Bug 300255 caused a regression. Before the change, the first runtime had a basic label, and all future runtimes were numbers 2, 3, 4, etc. For example, if I created three runtimes they are:
  Runtime A
  Runtime A (2)
  Runtime A (3)

After the change, the second runtime is #3:
  Runtime A
  Runtime A (3)
  Runtime A (4)

The order of operations in the while loop should be reverted, or suffix should start at 1.
