We need to define a capability (extension point "org.eclipse.ui.activities") that can be used by integrators to disable EMF Facet UI contributions.

I committed org.eclipse.emf.facet.capabilities in revision 539.
I also fixed the activity definition in org.eclipse.emf.facet.infra.common.core, which was written as if it weren't a regex.
