In maintenance stream, we've had a bug (343334) where the old build was trying to use new build license provisioning technique, but that stream is not ready for it, so, bug for that feature. 

But, this bug, for releng tests, is to capture a different issue. The error messages is misleading. It ends up saying "license is different from standard" but should say "license is missing". In feature on disk, it is missing. But, it is the repo that is checked, and there the license is "%license" ... so, sure, that's "different" that the real license text, but, better message, if we ever find "%license" is just to say it is missing.
