Photran is able to recognized the Fortran incude statement in Fortran 90 (or older versions) files. This patch enables photran to recognize fixed form files the fortran include statemen. 

FixedSourceForm and PreprocessingFixedFormLexerPhase1 was created.

Thanks, Mariano.  Let me take a look at this and run it against the private Fortran test codes we have here...

I'll commit this when I finish testing it, so you don't have to.
