The new bundle org.eclipse.equinox.p2.publisher.eclipse copied classes from PDE/Build.

We should rename these packages from org.eclipse.pde.internal.* to org.eclipse.equinox.internal.p2.*  since the code is now in a p2 bundle to avoid the possibility of these packages colliding with things from PDE bundles in the future.

This bug hasn't had any activity in quite some time. Maybe the problem got resolved, was a duplicate of something else, or became less pressing for some reason - or maybe it's still relevant but just hasn't been looked at yet.
