When importing a schema into a JAXB project as part of the JAXB Classes from schema wizard there is no option to create a file to hold the schemas that are being imported.  I think this is an off the shelf file "Import into Folder" dialog but perhaps folder creation is a supported option?

The work around is to not browse for a folder but to just type in the name of a folder.  However the user has no way select where the new folder should go--he/she has to just type something in and hope they got it right.
