In some SCMs files are read-only, e.g. IBM Rational Synergy when not checked out/in work by the developer.
But it still should be possible to create error markers for them.
This should be (at least) configurable.

I think it's save to assume that markers should be created for all IFiles independent from their readonly or derived state.

Fixed with https://bugs.eclipse.org/bugs/show_bug.cgi?id=316445.
added a test to verify.
pushed test to master.
