When in a table, using the action "move" with the parameter "up" results in an action error (invalid row or column value) if the row to be moved to is the header row. 

As we support the clicking or hovering of the header row (row count 0), it should also be possible to move to the header row. 

The workaround for this is to use one of the "select" actions in the table with row count 0. I don't imagine that there are too many cases where the row header needs to be located relatively from the current selection in the table.

Since there's a workaround and it hasn't bothered anyone else, marking this as wontfix.
