You cannot select any defined PHP working sets when importing an existing project into the workspace.

Steps to reproduce:
- Create at least one working set with at least one project
- In the menu select: File -> Import -> General -> Existing Projects into Workspace
- Click the 'Add project to working set' and click on the 'Select' button
- You see none of the existing PHP working sets and you can only create a Resource Working set or Java Working set.

I expect to be able to
- select my currently available working sets
- create a new PHP Working set
