Steps to Reproduce:
1.Create a folder with following name (Unicode code points included)
アイウ\鯵㈱表噂ソ十豹竹敷~兎椄*@'愛金
  (\uFF71\uFF72\uFF73\\u9BF5\u3231\u8868\u5642\u30BD\u5341\u8C79\u7AF9\u6577\uFF5E\u514E\u6904\uFF0A\uFF20\uFF07\u611B\u91D1)
2.Copy eclipse folder to it and try to start.
3.Eclipse will not start. It is not a JVM problem because the included folder name worked correctly when used as a classpath.
