Policy should include priority clearance (i.e. jump the CQ-queue) for CQs related to a security fix.

I have included these words in the security policy [1]

"The Eclipse IP Team will give priority to contribution questionnaires (CQs) required to resolve Vulnerabilities."

I prefer to leave it to the IP team to determine what "priority" means.

Janet, does this require any change to the IP Policy?
