Does IE on the windows7tests slave have the correct proxy settings?

See bug 342335, Orion Javascript tests running in Internet Explorer do not get the expected number of results.  One of the tests accesses an external URL:
https://github.com/commonjs/commonjs/raw/master/tests/unit-testing/1.0/program.js.  Failure to retrieve this due to incorrect proxy settings would explain the missing results.

I can reach that URL via both Firefox and IE from the windows slave, so the proxy settings seem to be fine.

However IE shows a dialog that reads 'your last session closed unexpectedly'  and if I restore the session it opens a pile of IE windows.  Perhaps one of your tests is hosing IE in some way?
