Reproducible: Always

Steps to Reproduce:
1. Start CDT and create new project with DBCS name or simply import attached project.
2. Build project and click on project, right click->Debug As->Local C/C++ Application
3. Click yes to "Open Debug Perspective".
4. You will see the error as shown in the screenshot.
5. However if you close the window you can open the resource without any problem. Since there is a simple workaround I am posting this one as minor.

I would also like to add that, this bug disappears from the second run provided you do a debug run in the same session. However if you restart eclipse the bug appears again.

DBCS,4-byte GB18030 chars also have the issue.

This issue also happens on Windows7(CN).
