Ran into this while renaming tycho artifacts from org.sonatype.tycho to org.eclipse.tycho namespace. Steps to reproduce

* Import multi-module project, which parent pom using misspelled extensions plugin that defines packaging type used by child modules
** expected/observed: all pom.xml have error markers that extensions plugin can't be resolved.
* Fixed extensions plugin spelling in the parent pom.xml
expected: all child modules have "stale project configuration" error markers
observed: no error markers, even though projects are not configured properly
