Our build notes (Search, Text, JDT UI and LTK) are outdated. We should replace them with a standard document with
- links with bugzilla queries for each milestone
- link with bugzilla query for the whole release (3.7, 3.7 M*, 3.7 RC*)
- link to bugzilla search page for the component
- maybe: explain how to compare dates in CVS

If we don't have time to fix this, then we simply remove the buildnotes_*.html file.

Should do the same for Text and Search.

Removed the outdated buildnotes_*.html files for JDT UI, Text, and Search in master streams and Platform UI in R3_development stream.
