The JUnit tests (currently all in org.eclipse.rap.ui.tests) should be run with/after the automated tooling build.

All unit tests are running on the build server [1] now.

Fixed with commit 93ca6e892a1b3ca5a49fe754005afb4c910a5cfc.

Does the tests rely on RWTFixture ?

No, this bug is about the Eclipse tools for RAP, it's not related to the RWTFixture.
