We need a freeze plan for the Indigo release.

Some input taken from http://wiki.eclipse.org/Eclipse/Helios/Retrospective:
- Dates (milestones, RCs) worked well 
- 2 day test pass against RC2 too late ⇒ should be earlier, e.g. afterM7/RC0 

Swiss Public Holidays during freeze phase:
- June 2 (Thursday)
- June 13 (Monday)
