Second page of the New Build Server wizard - the list containing the Build Plans doesn't resize vertically - should attach to the bottom for resize

Reproducible: Always

Steps to Reproduce:
1. Just step through adding a new Build Server from the Builds view
2. Resize the dialog vertically

That makes sense. This will require minor API changes to pass the size hint along.
