When you try to create a new ConstraintProperty, the direct edit dialog popup only allows you to select Constraintblocks as type. That is correct, but this filter should be set up in properties view too.

Parametric diagram editor is about to be redesigned from scratch. I closed as invalid every old tasks open again previous version.
