A change was recently made to the manifest of o.e.p.dbws.builder that prevents the WTP (Dali) build from building.  The particular change was regarding the import-package for the javax.wsdl bunldes.  They are now listing 1.6.2 as the required version (previously was no version listed), but this causes problems as the v1.6.2 javax.wsdl bundle in Orbit (which is what we build against) doesn't export 1.6.2 packages.  It exports 1.6.0 as this is the "spec" version.

283302 actually specifies it as exporting "1.6" which is roughly equivilent to 1.6.0 for export purposes. However, I will change the import to "1.6".
