The file dialog implementation in the incubator needs some improvements.

 * We would like to have the scrollbar (when using SWT.MULTI) on the uploads pane  auto-scroll to the last item when uploading.

 * The "+" and "X" buttons need replacement with icons that are from a theme definition.

 * Test cases need to be written for the handler and the dialog. 

 * Layout should be cleaned up to handle resizing better.

Also, exception handling should probably be a formalized thing.  It would be helpful to enumerate the ways that an upload or the handler could fail, and how the supplemental file dialog should handle them.
