Currently command providers provide help for all their commands and it is not possible to get the help message for an individual command.

In relation to bug 335035, the command providers should be able to provide help
for a single command also.

Proposed patch for ProvCommandProvider, providing help for individual commands

The patch provides functionality for getting help for a particular command, provided by ProvCommandProvider.

It also solves the problem with the carriage return, described in bug 335814, by using "\r\n" for new line.
