The device page of the platform wizard has a button labeled "Import...". When the user presses this button the wizard searches for relevant platforms based on the device selection. When a user selects a platform the external memory and clock settings are imported in the wizard page.

Currently the wizard only searches for platforms if the core XDCtools repository, while it should be searching the user repository as well for relevant platforms.

Steps to reproduce
------------------
1. Launch platform wizard in CCS4.20
2. Create a new platform for a device by clicking on Tools -> RTSC Tools -> Platform -> New
3. Launch the wizard again and create another platform with the same device as selected in (2). Click on the "Import..." button in the second page of the wizard. The platform created in (2) does not show up.

Fixed in xdceclipse-h19. Fix available in XDCtools 3.21.00.48-eng build.

With 3.21.00.48 installed, I followed the steps from Description, and in Step 3. the platform created in Step 2 was available for import.
