URIs for Git stores contained the authority. Each user could have his own clone of some Git repo. The authority was used to indicate the right clone.
Bug 338215 removed GitFileStore, so this Util method is not required.

Fixed with http://git.eclipse.org/c/e4/org.eclipse.orion.server.git/commit/?id=087f5a9e5a086db74fac514cf13d74c97147d067 by John. Caused test failures tracked in bug 341758.

I didn't even know there was a bug for this... The tests all passed for me before I pushed but I'll take a look.
