If you select a recently used comment from the drop-down combo, that comment 
should be reordered to the top of the comment history.  Instead, it is *copied* 
to the top of the comment history, resulting in duplicates.

New behavior for 3.1 is that choosing an item from the history does nothing.

"nothing" means it does not reorder OR create duplicate entry. So, if you are
selecting something 5 down in the history, you have to keep going 5 down over
and over.
