The Logger class should be moved to org.eclipse.emf.facet.util.core

Done in revision 365.
I kept a copy of the old logger in infra in case other projects are using it, and marked it deprecated.

The bug 348576 tracks the deprecation of the class org.eclipse.emf.facet.infra.common.core.logging.Logger.

This bug can then be closed.
