Build Identifier: SWT3.6.1

set Text include english and Hebrew char as text, the result is incorrect

Reproducible: Always

Steps to Reproduce:
1. run my sample;
2. hover the mouse on the text;
Bug: the tooltip text is incorrect.

Still reproducible on GTK3.22, SWT master as of today, and Fedora 28.
