When TS is started with a new workspace, the annotation property view is not properly populated when selecting an artifact.  It just displays 'Properties are not available'.  Selecting different artifacts in TS explorer doesn't help

This problem is intermittent and difficult to reproduce, but when it does happen, the annotation property view never populates properly and the only fix is to restart TS.
