I think that top and bottom margins for links in the footer should be equal. Moreover I'm not sure if the blue color used there is on purpose. Links in the header are grey.

this is another symptom of "border container needs to know the height of the header/footer".

dojo BorderContainer will honor min-height in lieu of height.
