org.eclipse.equinox.p2.user.ui.source feature and the including source plugins are missing from the 4.1 build

patch to refer to new version of icu plus ecf so p2.user.ui source feature is correctly generated in 4.1 stream.

Andrew, I've attached a patch for the 4.1 stream source feature.  Do you want me to release this now?  I don't want to interfere with the 4.1 milestone.

Kim, can we hold this until after M6.
The current I20110311-1400 does contain org.eclipse.equinox.p2.user.ui.source, and somehow even manages to get correct versions for the icu and ecf bundles.

I'm not sure these extra entries are necessary, I do see in the log 
[eclipse.buildScript] Unable to find plug-in: com.ibm.icu.source_4.2.1.qualifier
But the build is still managing to generate the correct entries.

It would be good to understand what is going on a little more, I don't think we need to both M6  right now :)

Okay, I'm going to close this since I can see in 4.1 build I20110323-1055 that the p2 user ui source feature does exist in the SDK.
