1) Create a user and log in
2) Go to manage-users.html
3) You'll see Forbidden Access dialog, what is good, but the dialog is empty.

It works good on navigate-table.html though. When I try to link a folder to a forbidden location, I get the dialog saying "Unable to load ..... status:403"
