I imported a plugin using the import "external plugins and fragments".
The decorator displays my project as binary.

Now I go to the CVS repository and checkout the same plugin from 
the repository, and the decorator still displays my project as binary.

This is now a declarative decorator, so it looks like our problem, not PDE's.
