We should set up a dojo build to concatenate/minify the pieces of dojo used by orion.  Without doing this we end up with synchronous calls to get each piece of dojo.

I have created a new client bundle org.eclipse.orion.dojo, this provides a built dojo layer.

We've moved on to using requireJS here.
