Cleanup all setting.
Download New eclipse 3.6.2 
Start eclipse 3.6.2 
Install Babel chinese language
then, cann't Import and Export.

Do you see anything in the Error Log view? Are those menu items enabled before installing the Chinese language?

I don't see any Error message in eclipse .
I do it like this that i install new eclipse then install babel language package, so you can see this problem.

and I find new bug , after install babel language package, click "Preferences"-"General"-"Keys" make Errors (In chinese language UI)!

   Yes, I can't reproduce this. The Keys preference page also works fine for me.

OK. I just read a similar issue on the newsgroup and there the problem was a corrupt install. Spance, could you retry with a complete new install?

Please reopen when if the reinstallation of Eclipse doesn't work.
