Similar to "Projects Explorer" view, add the option to group by working sets to the "C/C++ Projects" view - usable over the pulldown menu under the "Top Level Elements".

Special details to take care of when gruping by working set is active:
- add a default working set "Other Projects" similar to "Package Explorer" that lists all projects that are in no working set
- when stepped into a working set, adding a new project should automatically add it to this working set
- when adding a new folder to a project, it should appear immediately (in the "Project Explorer" a manual refresh is needed)

Reproducible: Always
