As per discussion on ecf-dev mailing list:

see thread: http://dev.eclipse.org/mhonarc/lists/ecf-dev/msg04912.html

It would be useful to simplify the use (on servers or Eclipse) of ECF Remote Services/Remote Service Admin by having a top-level category that allows people to install the 'remote services target components' without all of the UI/Eclipse-specific parts of ECF, and without having to have large target platform (like Eclipse) to resolve ECF dependencies.

Resolving as fixed. I've added a feature in the top-level category: ECF Remote Services Target Components. This provides access to the org.eclipse.ecf.remoteservice.sdk.feature feature.

Unfortunately, it seems that to install via the PDE target platform 'Add Software Site' functionality, it's necessary to have the user turn off 'Include required software'...which is not the default in the PDE target platform editor. This is probably because of the PDE bug mentioned by Markus on the ecf-dev mailing list. I will create wiki documentation to describe the need to turn off 'Include required software'.
