Limitations were found in getting Index instance while evaluation of https://bugs.eclipse.org/bugs/show_bug.cgi?id=329723.

The IndexFactory class only works in an OSGI container but the index needs to be accessed in a standalone mode.Improve the IndexFactory so that it can be accessed in a standalone mode.
