Sapphire title style capitalization routine that converts labels to title style does not follow the following rule:

"Do not capitalize little words within titles such as a, an, the, but, as, if, and, or, nor, or prepositions, regardless of their length."

We should at least handle everything except of prepositions in this list as prepositions would require an actual dictionary and possibly grammatical parsing.

Can we include more of the commonly used prepositions such as of, to, at and in? Or the short list of 70 of the more common one-word prepositions:

I've added at, by, in, of and to. We need to go a bit more carefully on other propositions since in common usage many are still typically capitalized.
