For Coherence version creation or change, there might be a need to create documentType. However the <doctype...> does not appear because transformer needs to set the output property.

Test case:

1. Add a PropertyValue Listener
2. In that listener, add a DocumentType to the Document
3. The <doctype..> does not appear in the source
