Just to follow up from status meeting, These features were effected due to license change ... and others were not simply because they'd already incremented their feature versions from 3.2.x stream. So, if there's been no additional function in the bundles in these feature then they simply need a +100 in the service field. If there is any new function or API, then should go all the way up to "3.3.0.qualifier".

All bundle were updated by 100 because they indeed do not contain any other change other than the license update, but...

org.eclipse.jst.server_userdoc.feature was updated on its service level to 100 as it already contained a 3.3, which seemed to had been a mistake introduced in the 3.2 builds.

Committed the changes related to the license elements that were removed during my checkin process.

For some reason the PDE editor removes the:
    license-feature="org.eclipse.license"
    license-feature-version="1.0.0.qualifier">

from the feature.xml when I updated the version, thus I unknowingly overwrote everything that David did. 

Committed the change to HEAD after careful review

I also committed changes to the .project file related to missing natures and buildspecs for org.eclipse.wst.server_adapters.feature
