I would like the set of capabilities/plugins to be really per user. To address that the plugin registry should use the user profile instead of localStorage to persist the list of plugins/extensions. 

I plan to address the following:
- Rest API to store profile on the server side
- JS API to work with the profile

I guess that Simon will handle the rest.

For M6 we used the preferences as a store for the user's personal plugins. I think this is the right place but we can re-open if we change our minds or find we have other needs.
