The Preference traversing keys are showing some wierd behaviour

Reproducible: Always

Steps to Reproduce:
1. Initially General Tab is selected and arrows are disabled
1. Click the capabilities in the left side.
3. Now click the Left arrow (back) to go back to the General page.
4. Issue2 - In the General page, left arrow (back) is
disabled but the tool tip is showing back to General page.
5. Issue3- Now click the Capabilities in the Left hand side where now
the right arrow (Forward)get disabled and tool tip is pointing to Forward to Capabilities.
6. Issue4- Now again click back to General in the left
side and observe that both back arrow and forward arrow is pointing to
Capabilities whereas forward arrow is disabled too.
7. Issue5- Now click the left arrow key (back button) as mentioned in
step6 and observe that both Back and forward arrow keys are enabled
and both are pointing to General.

I have proposed for code review a changeset resetting the tooltip whenever the history action buttons are disabled, solving Issue2, Issue3, Issue4, no more incorrect tooltips on disabled action items.
On Issue5, however, I'm not sure whether we should do anything, as in fact, having both forward and backward point to the same tab is a perfectly normal behaviour, as you have not used the history navigation actions, but clicked the tree items General -> Capabilities -> General, and then back button to the capabilities, meaning that both forward and backward history points to the same page.
