The documentation about Working sets second paragraph states "The Window Working Set is specified in Window > Working Sets menu". This menu does not exist. The following content appears largely inaccurate as well. Concepts like "Breakpoint working sets" which are described there seem absent.

Steps to Reproduce:
1. Open Help
2. Navigate to "Workbench User Guide" > "Concepts" > "Workbench" > Working Sets

In order to modify the window working set you need to enable the 'Window Working Set' command group via Window > Customize Perspective...
