1. Create a DTD file.

<?xml version="1.0" encoding="UTF-8"?>
<!ENTITY NewEntity SYSTEM ""    >

2. Open the 'Properties' view.
3. Select the entity in the 'Outline' view. The 'Properties' view should populate itself accordingly.
4. Click the '...' button next to the 'System ID' text field.
5. A wizard appears. Notice that it has a red square in the top right hand corner of its banner.
