The comparator already catches cases where the byte code of a bundle changed but the bundle version did not (while it should have been increased). Another common failure is that the (byte) code changed but the bundle version (tag or service segment) did not get increased compared to the previously built bundle in the repository. We have to add a releng test to catch that scenario. As an ugly example take bug 337109.

The comparator isn't a releng bundle, it's maintained by p2 (equinox.p2.repository.tools). We just parse the log generated by the comparator.

This bug hasn't had any activity in quite some time. Maybe the problem got resolved, was a duplicate of something else, or became less pressing for some reason - or maybe it's still relevant but just hasn't been looked at yet.

If you have further information on the current state of the bug, please add it. The information can be, for example, that the problem still occurs, that you still want the feature, that more information is needed, or that the bug is (for whatever reason) no longer relevant.

This has been done for multiple releases now via tycho.
