Backport of Bug 337106 - Update all package import version ranges of H2 driver to < 2.0.0

Currently package imports of the H2 driver are specified as [1.1.0, 1.2.0).
Set it to [1.1.0, 2.0.0).

Vik, bugzillas of the same problem in different streams (backports) must have the exact same title. Some tools that compare the quality of streams rely on this.

According to the date of comment #3 the version should be 4.0.
